Major cryptocurrency advocacy organizations are intensifying their legal battle against the state of Illinois, urging a local court to fast-track a decision on the legality of a controversial digital-asset tax.
In a joint filing submitted Tuesday in the Circuit Court of Sangamon County, the Crypto Council for Innovation (CCI) and the Blockchain Association announced they are joining forces with the Digital Chamber and other industry stakeholders. The coalition is formally asking the court to approve an expedited schedule for summary judgment, a legal move aimed at reaching a definitive decision on the tax’s lawfulness as quickly as possible.
The latest court filing highlights the ongoing legal friction between the cryptocurrency industry and Illinois state officials. It specifically references both the lawsuit filed by the CCI and the Blockchain Association against state authorities, as well as a separate, parallel legal challenge brought forward by the Digital Chamber and the Illinois Blockchain Association.
While recent negotiations have yielded a temporary reprieve, industry leaders emphasize that a permanent judicial resolution remains critical for the long-term health of the state’s digital economy.
"While pausing enforcement of the Digital Asset Tax Act protects Illinois consumers and businesses from this onerous and legally flawed tax until July 1, it remains imperative that the merits are determined as soon as possible," said CCI CEO Ji Kim.
The legal pressure follows a significant development earlier this month, when Illinois state officials agreed to delay the implementation of the controversial 0.2% crypto tax law. Originally slated to take effect at the start of the year, the rollout has been pushed back by six months, moving the effective date from January 1 to July 1, 2027.
The state’s decision to postpone the tax came in direct response to the lawsuit spearheaded by the Digital Chamber. Crypto industry representatives had fiercely criticized the legislative process behind the tax, arguing that the digital asset levy had been improperly "slipped into the state’s budget" during late-night negotiations without the benefit of public debate, committee hearings, or meaningful feedback from industry participants and taxpayers.
Following the state’s agreement to delay enforcement, Digital Chamber CEO Cody Carbone made it clear that the temporary pause would not end the legal campaign. Carbone stated at the time that his organization would continue vigorously with all ongoing legal proceedings "until this tax is struck down for good."
If the Circuit Court of Sangamon County approves the newly requested expedited scheduling order, the timeline for the case could accelerate significantly. Under the proposed schedule, a judicial decision regarding the core merits of the law could be handed down as early as March, bringing much-needed certainty to developers, investors, and businesses operating within the state.
Leadership shakeup at Blockchain Association this week
As the high-stakes legal battle in Illinois unfolds, one of the primary advocacy groups driving the challenge is undergoing a significant internal leadership transition.
On Friday, Summer Mersinger is scheduled to step down from her role as Chief Executive Officer of the Blockchain Association. Mersinger’s departure marks the end of her initial tenure at the helm of the prominent crypto advocacy organization, which she joined last year following her resignation from her position as a commissioner at the United States Commodity Futures Trading Commission (CFTC).
To ensure stability and continuity during this transition period, Kristin Smith, the organization’s former CEO, is stepping back into the leadership fold to serve as the interim head. Despite the change in the executive suite and her official departure from the CEO post, Mersinger is expected to remain with the Blockchain Association through the end of 2026 to assist with strategic oversight and organizational continuity.
The leadership shuffle comes at a crucial time for the Blockchain Association, which remains heavily engaged in multiple legislative battles, regulatory discussions, and courtroom challenges across the United States on behalf of decentralized finance protocols, crypto exchanges, mining firms, and blockchain infrastructure providers.
