Bhutan’s Fully Digital DK Bank Secures Preliminary Approval for Abu Dhabi Expansion to Connect Gelephu Mindfulness City with Global Capital

In a significant milestone for the Himalayan kingdom’s modern economic ambitions, DK Bank—Bhutan’s fully digital financial institution—announced on Thursday that it has secured preliminary regulatory approval to establish a financial services presence in Abu Dhabi, United Arab Emirates. The development marks a major step forward in the bank’s international strategy, positioning Bhutan’s flagship economic initiative, the Gelephu Mindfulness City (GMC), to forge stronger, more direct ties with global financial institutions, institutional investors, and international capital markets.

The preliminary approval was granted by the Financial Services Regulatory Authority (FSRA), the independent watchdog responsible for supervising financial institutions within the Abu Dhabi Global Market (ADGM), one of the Middle East’s most prominent and forward-thinking international financial centers. Should DK Bank successfully satisfy all remaining regulatory conditions and secure final authorization from the FSRA, the institution plans to establish a fully regulated subsidiary in the emirate. This planned international outpost would be authorized to provide a diverse suite of financial services, including brokerage, asset custody, payment processing, and professional financial advisory services, effectively acting as a bridge between South Asia and the Middle East.

In an official disclosure shared with Bitcoin.com News, DK Bank outlined the strategic rationale behind its expansion into the United Arab Emirates, describing Abu Dhabi as a cornerstone of the bank’s broader international growth plans. The institution emphasized that establishing a physical and regulated presence in the emirate will provide a vital gateway connecting the Middle East, Asia, and other key global financial markets. By plugging directly into the dynamic financial ecosystem of the ADGM, the digital bank aims to streamline cross-border transactions and facilitate smoother capital flows for businesses and individuals operating within its network.

DK Bank serves as the crucial financial backbone of the Gelephu Mindfulness City (GMC), a special administrative zone envisioned by Bhutan’s ruling monarch to diversify the nation’s economy, attract cutting-edge industries, and foster sustainable growth. The ambitious GMC project is specifically designed to function as a global hub for innovation, modern digital assets, green technology, and sustainable development. As part of its forward-looking digital agenda, the bank has previously embraced modern financial technology to support the zone’s development. Notably, in 2025, DK Bank joined forces with Binance Pay to introduce cryptocurrency-powered, cashless payment solutions for international tourists visiting Bhutan, signaling the country’s openness to cutting-edge financial integrations.

Leadership at DK Bank views the regulatory green light from Abu Dhabi as a transformative moment not only for the financial institution itself, but for the entire nation of Bhutan. Commenting on the announcement, DK Chairperson Gelay Jamtsho told Bitcoin.com News that the development represents a historic milestone.

"Once final approval is received, Abu Dhabi will give DK a regulated international base connecting Gelephu Mindfulness City with global capital, investors, and financial institutions," Jamtsho stated. He further elaborated on the core mission driving the expansion, noting that the objective is to make the burgeoning economic zone far more accessible to the international community. "Our goal is simple: make GMC easier to invest in, trade with, and bank from—and demonstrate that a Bhutanese financial institution can operate to the standards of a leading global financial center."

Bitcoin Holdings and Global Capital Shape Bhutan’s Financial Ambitions

The international expansion of DK Bank unfolds against the backdrop of Bhutan’s unique and closely watched macroeconomic profile, which includes a sovereign digital asset strategy. Unlike most traditional nation-states, Bhutan has actively engaged in sustainable bitcoin mining, powered primarily by the country’s abundant renewable hydroelectric resources. As a result, the Himalayan nation stands out as one of the few governments worldwide to maintain bitcoin on its official balance sheet.

These sovereign holdings, managed via the state-held Druk Holding and Investments, have fluctuated over time in accordance with national economic strategies. Government records and blockchain intelligence platforms indicate that the state currently holds approximately 518.38 BTC. In previous years, the sovereign portfolio was significantly larger, commanding more than 13,000 BTC in 2024 before strategic reductions, entering 2026 with a sovereign reserve of slightly under 7,000 BTC. Proceeds generated from the management and sale of these digital asset reserves are systematically channeled toward vital public services, national health and wellness initiatives, and the foundational infrastructure development of the Gelephu Mindfulness City.

By establishing a direct foothold in Abu Dhabi, DK Bank aims to simplify the operational pathways through which foreign investors can channel capital directly into Bhutanese development projects, facilitate cross-border trade, and participate in the country’s economic expansion. The bank envisions the emirate as an indispensable financial bridge, seamlessly linking Bhutan’s emerging economic zone to deep capital pools across the Middle East, Asia, and the wider global economy.

The leadership team steering the bank’s international strategy believes that the ADGM framework offers the ideal environment for this next phase of institutional scaling. Zheng Yudong, DK Bank’s Group CEO, elaborated on the significance of the preliminary authorization during discussions surrounding the announcement.

"The in-principle approval gives us a clear path towards establishing DK’s presence in one of the world’s leading international financial centres," Yudong explained. He added that the Abu Dhabi Global Market will serve as an essential component of the institution’s broader network and its next phase of sustained international growth.

By establishing a digital banking presence within Abu Dhabi’s highly regulated financial system, Thimphu is signaling a clear strategic ambition to pursue international capital and foreign investment without relying solely on the traditionally slower machinery of multilateral development finance and traditional banking corridors. Nevertheless, the regulatory process remains ongoing. The current approval is strictly preliminary, meaning DK Bank must fulfill a series of additional administrative and regulatory conditions, undergo comprehensive compliance reviews, and secure its final operational license from the FSRA before it can officially commence offering financial services from Abu Dhabi.
