Russia Officially Registers Its First Crypto Exchanges and Custodians, Paving the Way for Sberbank’s December Launch

Russia has officially registered its very first cryptocurrency exchange operators and digital custodians under a landmark regulatory framework that officially took effect on September 1. The move marks a monumental shift in the country’s financial landscape, bringing digital assets under formal institutional oversight for the first time.

The Bank of Russia published its inaugural official registers of authorized crypto operators, officially listing four exchange operators and five digital asset custodians. This long-awaited step follows extensive legislative efforts to integrate digital assets into the nation’s tightly regulated financial ecosystem while maintaining strict boundaries regarding their practical utility within the domestic economy.

Among the most notable developments is the inclusion of Russia’s largest financial institution, Sberbank, which secured its place on the coveted custodian list. Sberbank was added alongside Atomyze, Voltari, and Cloud Infrastructure. Meanwhile, the crypto exchange operator list features T-Invest Lab, Zefir, and Sistema-Crypto. Notably, VTB Bank secured a presence on both lists, positioning itself to operate across both custodial services and exchange operations within the newly formed regulatory perimeter.

The official registrations arrive on the heels of major legislative milestones enacted earlier this year. In August, Russian President Vladimir Putin signed a comprehensive crypto law that established a robust legal framework designed to oversee exchanges, custodians, brokers, and institutional and retail investors alike. Under this new legislation, the entire digital asset market falls under the direct supervision of the Bank of Russia. However, the legislation explicitly maintains Russia’s long-standing ban on using cryptocurrencies to pay for goods and services domestically, ensuring that the ruble remains the sole legal tender for commercial transactions within the country.

Sberbank, demonstrating its readiness to move swiftly under the new regulatory umbrella, announced that it had applied for digital custodian status and outlined ambitious plans to launch its inaugural cryptocurrency products on December 1. The banking giant stated that it initially plans to support some of the world’s most prominent digital assets, including Bitcoin, Ether, and the stablecoin USDt. These upcoming offerings will be integrated directly into the bank’s existing digital infrastructure, becoming accessible to clients through SberBank Online, SberInvestments, and SberBusiness platforms.

This integration into mainstream banking platforms highlights a growing institutional appetite for digital assets within Russia, even as regulators maintain a tight grip on how these instruments can be utilized. By routing digital asset exposure through established platforms like SberBank Online, the financial institution aims to provide its massive customer base with regulated access to cryptocurrencies, mitigating some of the traditional security and compliance concerns that have historically deterred institutional participation in the space.

The establishment of these official registers provides much-needed clarity for financial institutions and specialized tech firms that have been navigating a state of regulatory ambiguity for years. With the Bank of Russia now actively vetting and listing authorized operators, the country is transitioning from an era of informal crypto adoption and fragmented oversight into a structured, centralized market environment. As December 1 approaches, all eyes will be on Sberbank and its fellow registry members as they roll out their approved crypto products, setting the benchmark for the future of digital finance in Russia.
